Educational Exchange Program
The Cultural, Scientific and Educational Exchange Program
between
    the Government of the Islamic Republic of Iran
and
     the Government of the Republic of the Philippines
For the years of 2004-2007 corresponding to 1383-1385 (A.H.)
 
The Government of the Islamic Republic of Iran and the Government of the Republic of the Philippines, considering the interest to expand and consolidate the mutual friendly relations and for the expansion of cooperation in the fields of culture, science and education in the two countries based on the cultural agreement concluded on Esfand 20, 1373 A.H. corresponding to March 11, 1995, have agreed on the following programme for the years 1378-1380 A.H. corresponding to 2004-2007 A.D.

Chapter I. Culture and Art
Article 1
The Contracting Parties, in the course of this programme, shall exchange information, experience, photos and slides, films and microfilms in the fields of culture, art, literature and cultural heritage.
Article 2
The Contracting parties in, the course of this programme, shall exchange the cultural and artistic delegations in order to become acquainted with the activities of the other side’s cultural institutions and to review their possibilities for the promotion of the joint cooperations.
Article 3
The Contracting parties, in the course of this programme, shall hold cultural weeks and art exhibitions including the traditional and plastic arts (painting, calligraphy, drawing and graphics) in each other’s countries. The details and terms of these exhibitions shall be specified through the relevant organizations.
Article 4
The Contracting parties, in the course of this programme, while exchanging the art groups in order to perform the orogrammes in the cultural festivals and weeks, shall invite them to participate in the agreed competitions and art educational courses.
Article 5
The Contracting parties, in the course of this programme, shall inform each other of holding the international art exhibitions, book exhibitions, festivals, seminars and the other cultural, art, literal and historical gatherings and shall provide the necessary facilities for the participation of the other side’s delegates in these events.
Article 6
The Contracting parties, in the course of this programme, shall exchange the traditional art experts as well as the archeologists and anthropologists in order to become acquainted with the relevant activities and to review the performance of the joint projects.
Article 7
The Contracting parties, in the course of this programme, shall exchange experts and those who are responsible in renovation and preservation of historical monuments for the purpose of exchanging information and experience.
Article 8
National libraries of both parties shall cooperate in the field of the exchange of experience, information, books, publications, mircofilms of manuscripts, exchange of experts and trainees, participation in holding the gatherings and exhibitions related to books and librarian science, mutual visits and performing the joint research, educational servicing and publicational projects.
Article 9
The Contracting parties, while exchanging films, photos and posters among the two countries’ film-makers and film archives, shall provide the necessary facilities for each other’s film marketing and supplying.
Article 10
The Contracting parties, while holding film weeks in each of the two countries, shall invite each other to participate in the national and international film festivals which are held in either of the two countries.
Article 11
The Contracting parties, shall provide the necessary facilities for each other’s cultural, governmental and private centers in order to utilize the possibilities, equipments and the available areas in each of the two countries for making long, short and documentary films.
Article 12
The Contracting parties, in the course of this programme, shall encourage in the fields of culture and art of the youths and shall take the following measures:
a) Holding the children’s book and painting exhibitions
b) Exchanging the experiences and information in the field of the children’s literature (painting, book, film, animation, puppet show).

Chapter II. Education and Science
Article 13
The Contracting parties, in the course of this programme, while exchanging scientific and educational books and publications, shall hold the joint scientific and technical exhibitions.
Article 14
The Contracting parties, while exchanging university professors, researchers, students and experts, shall invite them to participate in the scientific, educational, training conferences, symposiums, seminars, festivals as well as educational workshops.
Article 15
The Contracting parties, shall consider and encourage the mutual exchange of technologies as well as the performance of joint projects for the purpose of the research and improvement.
Article 16
The Contracting parties, by holding the short-term educational, cultural and research courses through the cooperation of the two countries’ universities, shall take advantage of each other’s educational possibilities for the promotion and growth of the capabilities of the deans and experts.
Article 17
The Contracting parties while supporting the direct relation and cooperation between the two countries’ universities, shall provide the necessary facilities in this respect.
Article 18
The Contracting parties shall encourage the necessary cooperation in the field of establishing language seats as well as the expansion of the two countries’ language and literature. To this end, the Iranian side shall announce its readiness to dispatch the Persian language professors as well as holding short and long term courses for training the Persian language teachers at the A.A. and B.A. levels.
Article 19
The Contracting parties shall exchange educational experts for the purpose of reviewing the educational system at the levels of public, high school, technical and vocational education. The number of experts and duration of their visits shall be agreed by the to sides.
Article 20
The Ministry of Educational and Training of the Islamic Republic of Iran and relevant organizations of the Philippines shall cooperate through exchanging the latest information and innovations in the following fields:
a) Educational system, school organizing, educational materials and programmes, new methods of teaching and educational evaluation.
b) Technical and vocational education, educational technology and in-service training
c) Teaching and training the retarded and gifted children, adults, literacy and education
d) Cooperation in the field of reviewing the informal educations for those who are deprived of the educational and economic possibilities.
e) Cooperation in the field of translation of educational and research texts and publishing them.
Article 21
The Contracting parties while offering the proper information related to history, culture and civilization of the two countries in order to include in textbooks, shall exchange the textbooks in the above-mentioned field.
Article 22
The Contracting parties, shall endeavor to evaluate each other’s educational certificates through establishing a joint commission.
Article 23
The Contracting parties, in the course of this programme shall invite each other’s university students and pupils to participate in scientific competitions and olympiads which are held in their countries.
Article 24
The Contracting parties, in the course of this programme, shall cooperate through exchanging information and experience in the fields of medicine, health services and treatment as follows:
a) Enjoying each other’s information and experience in the field of nursing.
b) Cooperating in the fields of chemical immunity and the activity of labour health centers as well as the urban and rural sanitation projects through connection the WHO PACIFIC offices in that country.
c) Exchanging the information and experts for the purpose of controlling diseases such as tuberculosis (DOTS appliance), AIDS and injecting addictions, venereal diseases, malaria, mental health, diseases which are transferred by water and food and mental disorders.

Chapter III. Mass Media
Article 25
Radio and TV of the Islamic Republic of Iran and Radio and TV of the Republic of the Philippines in the course of this porgramme, shall cooperate in the following fields. The details of these cooperations shall be discussed and agreed in the visits and sessions of the Radio and TV authorities and responsibles.
a) Exchange the news documentary films.
b) Using the two countries’ TV networks in order to broadcast films and suitable programmes.
c) Broadcasting programmes on the occasion of the special days of the other side.
d) Using the two countries’ folk music properly on each other’s radio and TV programmes.
e) Exchanges and technical cooperations within the possible limitations.
f) Mutual cooperation in producing and using special films for children.
g) Mutual cooperation in producing the joint T.V. programmes suitable to be broadcasted in the two countries.
Article 26
The Contracting parties shall emphasize on the cooperation of the two countries’ national news agencies and shall agree to open each other’s news representative offices. They shall also provide the necessary facilities and vocational assistance for each other’s resident and non-resident reporters, photographers as well as the press delegations.
Article 27
The Contracting parties while exchanging publications and press, shall inform each other of holding festivals, conferences and other scientific and vocational events in the field of press and journalism.
Article 28
The Contracting parties, in the course of this programme, while exchanging the views in the field of public relations and advertisement, shall encourage the mutual cooperation between the research and the press information and journalism centers of the two countries.

Chapter IV. Tourism
Article 29
The Contracting parties, in the course of this programme, while exchanging the information, educational material, statistics and the advertising and informative items and materials, shall inform each other of holding the international touristic exhibitions, sessions and seminars in the two countries. The parties shall also provide the necessary facilities for the exchange of the different tourist groups through introducing some of their active governmental and private travel agency offices in the field of inviting the managers of the other side’s offices for the purpose of holding the joint sessions, visits and concluding agreements.
Article 30
The Contracting parties while emphasizing on the expansion of the touristic relations between two countries and also for the purpose of recognition of each other’s touristic possibilities and attractions as well as studying the growing fields in the touristic relations, shall take into consideration the mutual cooperation.

Chapter V. Sport and the Youth
Article 31
The Contracting parties, in the course of this programme, while exchanging the sport teams and delegations shall take part in the competitions which are held on different occasions in either of the two countries.
Article 32
The Contracting parties, in the course of this programme, while cooperating in the exchange of the recent advertisements on the sport researches and studying, shall exchange and employ the coaches in the interested fields.
Article 33
The Contracting parties, while participating in each of the two countries’ scientific sport seminars, shall support each other’s candidates in the international sport societies’ elections.
Article 34
The Contracting parties, for the purpose of expansion and promotion of the sport cooperations, shall take measures to sign a protocol through the sport officials of the two countries.
Article 35
The Contracting parties, in the course of this programme, shall invite each other’s university students and the pupils in order to participate in the relevant international sport competitions.

Chapter VI. General and Financial Conditions
Article 36
The provisions of this programme do not exclude additional activities and programmes in the fields of science, education, culture and arts.
Article 37
All the activities in this programme shall be carried out according to the rules and regulations of the two countries.
Article 38
In order to ensure the success of the activities envisaged in this programme, each party shall inform the other party about the name and travel route of the delegation at least one month in advance. The exact date of the arrival and departure shall be notified at least two weeks in advance.
Article 39
The applications pertaining to research and scientific studies shall be submitted two months in advance through official channels. The applications should include the educational records, duration of stay and the places to be visited.
Article 40
The persons exchanged under the provisions of the present programme shall be introduced by the sending party through the official channels to the receiving party.
Article 41
The expenses pertinent to preparing films and microfilms and copies of historical and cultural documents shall be covered by the applying Party.
Article 42
The costs relating to short term visits, at most, one month carried out by officials and delegations, except cases with other provisions or procedures, as a result of direct agreement by related organizations of the two countries, shall be covered as follows:
a) The sending Party shall pay the cost of international transportation of its delegation
b) The receiving Party shall bear expenses related to boarding and lodging, internal travel for execution of the programme, medical assistance in case of emergency, as well as interpretation fees if necessary, according to its domestic regulations.
Article 43
The costs of transportation of goods and instruments related to exhibition installer in keeping with the provisions of this programme, from the source to the capital of the reviewing country and vice versa, as well as the costs related to insurance shall be borne by the sending Party. The receiving country shall cover domestic custom costs, cost of renting halls and also cost of protection of objects on display within its borders.
In case of any defects or losses incurred to any of the objects on display, the receiving party shall gratuitously provide the sending Party with all the documents required for settlement of the dispute and receipt of indemnity by the insurance company. All the steps mentioned in subject of this paragraph shall be taken on the basis of reciprocity.
Article 44
The expenses related to air tickets and the personal luggage and the scene decoration tools of the art groups shall be covered by the sending Party. The receiving Party shall cover the expenses related to the accommodation, food and domestic transportation and shall prepare the appropriate place of performance for the art groups.
Article 45
The financial conditions related to the admittance of scholarships holders, trainees and the short-term and long-term educational courses shall be specified through relevant officials channels and mutual agreement.
Done in the City of on corresponding to in two original copies in Persian, Filipino and English all texts being equally authentic, this programme shall come into force as the date of the parties’ signatures and shall be valid for two years. In case of any divergence in the interpretation of the exchange programme the English text shall prevail.
